Okay, I have found reference that there are two (2) communities in Massachusetts which do in fact have term limits. Will dig deeper to see how they did it and let you know.
FURTHER UPDATE
It appears there are two communities in Massachusetts that in fact DO have term limits (Methuen and Lawrence). These are the only two I can find any reference to.
Options appear to involve either adoption of a charter; or request for legislation.
