Just some quick notes today.
The Standard Times has two articles today on page A6 about local communities contemplating Prop. 2 and 1/2 overrides. Westport and Rochester make today's news. Not that long ago Wareham's budget woes were in the paper. Fairhaven is not alone in the category of costs exceeding revenue.
Everyone is faced with the prospect of how to fit the large square peg into the small role hole.
Some find the answer in simply raising fees or in charging new fees. Well in theory, it could work. It assumes however that revenue generated exceeds costs. It further assumes you actually know your true costs and are using realistic revenue projections. Two things seldom agreed upon to be frank about it.
There is even talk about starting new programs that you can charge a fee for that will pay for the program and generate excess revenue. Always a prospect to look into, so long as the excess revenue actually can be used to offset town costs and not just the program's existence.
Anyway, as time progresses and as long as prop 2 and 1/2 remains the law of the land, fees are going to be a key component in all matters.
I have said it before, we in New England in general and our area more specifically are an exception as to what happens for certain things. I will leave it at that for the moment.

ReplyDeleteSee my comment about deleting. I actually posted my deletion comment on the wrong post and the commentator resent here. That's why. If you need a more substantial reason, well 'cause I wanted to.
DeleteActually JRR last sentence would also be an appropriate answer to the question I posed about the bell tower an probably a few other things that are done in the town.
