Whether the actual sabbatical is over or not, who knows; however, a break from the respite I think is warranted at this juncture.
If you haven't heard yet, you should be aware there is a Special Town Meeting scheduled for December 9, 2014. Some of the last posts before the hiatus dealt with the matter driving the need for a STM.
Stepping into the lime light presently however is the Town Administrator special legislation. The House has passed it. The Senate on September 22, 2014 read the house bill (now House N. 4478) and placed the same in the Orders for the Day for the next session, which is scheduled for today.
What that all means is by the STM on December 9, 2014, all the i's and t's will be dotted and crossed for this act to be ratified as edited, by the STM.
Technically there may some right to challenge the vote of TM. I doubt a challenge has a snow ball's chance if some one is foolish enough to do so. The only relevancy for the point is determining exactly when the vote becomes effective. The language of the act reads upon passage by Town Meeting. Taking that as gospel, come December 10th, we have a new sheriff in town.
Of course that assumes ratification by the STM. I fail to see how that won't happen.
It will certainly lead to an interesting budget season. New procedures and pecking order.
It is going to make my life a bit easier in the home stretch of one aspect. It should. I hope the rule that the "exception has become the rule" is about to be broken.
Anyway, it will be what it will be. Let's hope that won't be any SNAFU but some clear sailing.
Be safe.
Welcome back! It's one thing when "exception becomes the rule for all," but dissention arises when "the exception becomes the rule for only the same few." Hopefully the creation of a different structure will prevent "the exception," period.
